Licensing Representative
ABC utilizes two safety classifications for positions that investigate the backgrounds of applicants and the suitability of premises for licensure and recommend approval or denial of license applications and licensing requests. Licensing Representatives may also provide technical assistance and training to local and State agencies dealing with licensed persons and premises.

Definition of Licensing Representative I
This is the recruiting and first working level class in the Licensing Representative, Alcoholic Beverage Control, series. Under supervision, incumbents provide technical services pertaining to applications for ownership transfer of alcoholic beverage licenses; interpret and explain the provisions of the laws, rules, and regulations of the Alcoholic Beverage Control Act; provide instructions on licensing requirements to applicants and new licensees; assist other office staff in responding to technical licensing questions; obtain written documentation relating to ownership transfer licensing applications; review documents received for completeness and accuracy; review business records for compliance with Alcoholic Beverage Control rules, regulations, and standards; review documentation to verify business ownership structures; conduct premises and posting notice inspections; make on-site verification of locations, as necessary; report on findings; recommend approval or denial of license applications for ownership transfers, including applications for conditional licenses; testify at administrative hearings; and perform other related duties.
Definition of Licensing Representative II
This is the full journey level in the class series. Under general supervision, incumbents conduct the more difficult licensing application investigations with increased independence and responsibility. Incumbents determine whether or not the issuance of a license to a person or premises would be contrary to public welfare and morals. Decisions are influenced by evaluating if applicant premises will adversely interfere with nearby residences, churches, schools, hospitals, public playgrounds, or youth facilities, or create or aggravate a law enforcement problem. Premises are inspected to determine that facilities can comply with the applied-for privileges. Performance of duties include interviewing protestants; preparing detailed reports of investigation; assisting departmental investigators in the more difficult investigations, including evaluating complex business structures applying for licensure or licensed entities suspected of concealing unqualified ownership. Incumbents at this level exercise wide discretion and independence of action and spend a significant amount of time advising, assisting, training, and maintaining liaison with other government agencies dealing with licensed premises. Assignments may include acting as a lead person to instruct, coordinate, and review the work of lower-level Licensing Representatives and other office staff; developing program inspection policies which require licensing program expertise; and perform other related duties.

What are the minimum qualifications?
Licensing Representative I
Pattern I
Education: Equivalent to completion of 12 units of college in administration of justice, public or business administration, accounting, economics, English, or communications. (Additional qualifying experience as a Supervising Program Technician I or II may be substituted for the required education on the basis of one month experience being equivalent to one semester unit.)

Experience: Twelve months of experience in the California state service performing the duties of a Program Technician II, Supervising Program Technician I, or Supervising Program Technician II within the Department of Alcoholic Beverage Control. or
Eighteen months of experience in the California state service performing the duties of a Program Technician within the Department of Alcoholic Beverage Control.
Or Pattern II
Education: Equivalent to completion of 60 units of college of which 12 units are in administration of justice, public or business administration, accounting, economics, English, or communications.
